Alaska Native Claims Settlement Act (ANCSA)
By Alexandra J. McClanahan
CIRI Historian

In 1971 the push for oil development, the state's desire to get the land promised to it under the Statehood Act and the Alaska Natives’ efforts to save their land paid off with what would become the Alaska Native Claims Settlement Act, known as ANCSA. For four long years spirited debate had focused on just how much land and cash the Alaska Natives would be granted for the settlement of their claims. The final bill that emerged promised 44 million acres and $1 billion in cash.

hat Is KANA?? The Kodiak Area Native Association was formed in 1966 as a 501 (C)(3) non-profit corporation providing health and social services for the Alaska Natives of the Koniag region. The Kodiak AreaNative Association (KANA) service area includes the City of Kodiak and six remote Alaska Native villages. The six remote villages include: Akhiok, Karluk, Old Harbor, Ouzinkie, Port Lions, and Larsen Bay. Historically, nonprofit corporations, such as KANA were formed throughout Alaska after the AlaskaNative Claims Settlement Act (ANCSA) was enacted. The ANCSA settlement is an agreement between the United States Government and the Alaska Native Tribes. The ANCSA legislation distributed land to regional and village entities to establish for-profit corporations. Each of the regional profit corporations formed a separate non-profit corporation to assist their members with health and social service needs.

"The culture, values and traditions of native people amount to more than crafts and carvings. Their respect for the wisdom of their elders, their concept of family responsibilities extending beyond the nuclear family to embrace a whole village, their respect for the environment, their willingness to share - all of these values persist within their own culture even though they have been under unremitting pressure to abandon them." Natives and Nature : A Comparative Look at Yupiaq and Quechua Philosophies on War and Peace

Natives and Nature A Comparative Look at Yupiaq and Quechua Philosophies on War and Peace Elizabeth Sumida Huaman, April 2003 The Re-making of the World The indigenous peoples of the world have experienced varying degrees of disruption or loss with regard to their traditional lifestyles and worldviews. This disruption has contributed to the many psychosocial maladies that are extant in indigenous societies today. The Western worldview with its aggressive educational practices and technoscience orientation has placed indigenous cultures in “harm’s way.” These cultures, having been characterized as primitive and backwards and therefore wanting, are subjected to an endless stream of assimilative processes to bring their practitioners into mainstream society. The indigenous people are forced to live in a constructed and psychic world not of their own making or choosing. Little is left in their lives to remind them of their indigenous culture; nor is there recognition of their indigenous consciousness and its application of intelligence, ingenuity, creativity, and inventiveness in the making of their world.[1]

At the annual meeting in Anchorage on June 23, 2007, Sealaska shareholders will have the opportunity to vote on three important resolutions:
  • Should eligible descendants of original shareholders be issued 100 shares of life estate stock in Sealaska?
  • If shareholder descendants are enrolled, should Sealaska issue 100 shares of nonvoting life estate stock to Elders (original shareholder as they reach the age of 65), in addition to shares they already own?
  • If shareholder descendants are enrolled, should Leftouts (eligible Natives who missed previous enrollment periods) be issued 100 shares of life estate stock in Sealaska?
The Sealaska board of directors, management and staff is committed to providing balanced information about these important resolutions to help shareholders make informed decisions. Racism’s Frontier: The Untold Story of Discrimination and Division in Alaska Chapter 1 An Overview of Alaska’s Problems and Promises "Having been born a Native, raised in my village and having lived my life in Alaska, I can say with conviction that there has not been a worse moment in Alaska’s recent history for Alaska’s Native peoples than now. In spite of all the gains Natives have made for themselves in virtually every area of public and private endeavor, the result is a society in Alaska that only dimly comprehends their existence and seems more and more unwilling to accept, let alone celebrate, the Native place in Alaska."--Byron I. Signed by President Nixon on December 18, 1971, the Act settled land ownership disputes between the U.S. and State governments and the aboriginal owners. On February 9, 1973, SNC was incorporated under Alaska State statutes as a land based profit corporation.

With the land entitlement of 161,280 acres, we have received patent to 43,486 acres and interim conveyance to 109,417 acres, which is approximately 95% of the total. The corporation has also received 81,280 acres of Sec.12(b). The subsurface resources are owned by Bering Straits Regional Corporation.

SNC, the largest of the 16 village corporations in the Bering Straits region had an initial enrollment of 2,054 shareholders in 1971. Currently, Sitnasuak shareholders have increased to 2,783 and growing through inheritance and gifting. Our corporate headquarters are located in Nome, Alaska.

We have embarked on a new direction with the Tribal Connections website. Tribalconnections.org continues to be a valuable database for health related resources for Native Americans and Alaska Natives, and that will not change. The website is an important outreach tool to the American Indian/Alaska Native (AI/AN) communities and for promoting National Library of Medicine (NLM) online resources like MedlinePlus. What we have begun in our new phase is to provide editorial content in the form of news articles and features about health and wellness issues.

The Tribal Connections staff is attempting to do two things with this approach. First, we want to provide reader-friendly information about critical issues or topics in the news related to Native American health. We hope to make available information that will be interesting to both health professionals and to consumer health information seekers.
